well its a falsetto. and i know, its a fucking hard note to get a hold onto. you have to drink alot of coffee (if youre not that good at singing) to hit that note. at least for me.
I don't think it's that hard hitting alot of notes Jeff does; the hard thing is making them sound as full as he does. I'm never sure when he uses falsetto, because he was able to hit very high notes in head voice, and because his falsetto sounds very similar to his normal voice.
