No, he refers to the parish priest whom he hates, from the other parish. The one who competed against him in the Song for Ireland contest. I can't racall his name at the moment.

This was one of the cleverest bits of the whole series. I loved how they sent themselves up. Talk about showing how confident you are in your own show
When I first saw this episode and saw the 'Father Ben' thing come up I was like "Father Ben? Wtf, is this the right show?" but then the whole joke had me in stitches!
That's what I thought to begin with, but I think the point is that both Ted and Dougal are commenting on the stupidness of their characters if you see what I mean. :)
