I had a terrible time trying to start the same engine. I had to use an electric starter to finally get it going. I've tuned it, I've rebuilt the carb, etc, but it didn't help. So now I just run my 12v battery off of my portable car battery :-)
my one starts a LOT better as I choke it! I don't use the built in choke .... I just put my thumb over the intake (mounted inverted it places the intake on the aircraft R/H side)until it gives the firts kick and if I remove my thumb fast enough ..... it runs straight away!

Carb does have a choke on it, reallys helps with the priming
