You could make thise because all its doing is sitting on a vibrating dish filled with water. some how the vibrations shake it up so hard thet the dirt and grit comes clean off.
You do know that the vibrations weaken the chain. My ex was cleaning her jewelry like that and it would jar the diamonds out. This is not how to clean your chain if you want it to last very long.
My guess is mineral spirits which , I think, is basically almost pure ethanol mixed in with methyl (to avoid it being classified as drinkable alcohol and subject to alcohol taxes...because it will kill you if you drink it)

It's a Sonic Parts Cleaner.. and no you wont be making it too easily.. the parts aren't cheap..
