You are wrong about Head Start. Currently Head Start funding is barely covering operational needs. 14,000 slots were dropped this year due to budget cuts from the previous two years. Personnel has lost benefits in order to keep programs operating.

Rural HS programs are having problems meeting the requirements.

Go to the National Head Start website and look up the information about how Bush has under funded the program for two years.
