im not an expert but my take on the lyrics is that shes basically singing about the natural law of consequence and karma, that evil deeds done by a person will accumulate over time and inevitably come back to bite him/her, wether they like it or not. The use of the imagery of a wheel spinning is sort of like a warning to an impending danger or doom in the future,as the wheel of time spins and spins, nearer and nearer will we come to the day where we will be judged.
Buffy never made it big time like the people like Beyonce...but she sure is a lot more talented and could write lyrics and sing like hell! I think new musicians today need to go back and listen to Buffy Sainte Marie, Judy Collins, Joan Baez and Joni Mitchell.
