No, it's simply a different school of thought that you're not accustomed to. The step with his right foot is exaggerated however.
When circling right, you move your LEFT foot first a couple of inches, and then pivot on that foot so that you're back into position. This helps open up angles that otherwise couldn't be achieved with moving the right foot first.
the problem with that kind of step that has shown at that clip is that his crossing his feet !!! why for god sake he has to do it ? he is not pivoting as you suggest and he is not using the "ali step"

That is actually the exact opposite of a correct sidestep.

thats a horrible sidestep and the wrong way to do it. You're supposed to use the other foot moron. You're not supposed to cross your feet.
