The best Mexican army can do is capturing as many weapons that come from USA to Mexico. If Mexico can take away these weapons from the Cartels. The Cartel can get all the men it want's, but the Cartel won't have a weapon for all it's men either way. The more weapons Cartel loses, Cartel gets weaker in equipment. The Cartel can not do nothing, but nothing with out equipment.
