There are four things that must be in place for any behavior to be performed:

1) The means (the gun)

2) The motivation/disposition (who knows especially when you are talking about a young kid)

3) The opportunity (kid + loaded gun + dad)

4) The skill (knowing how to operate a gun)

Your suggestion addresses #1, but is a quick fix that doesn't address the real problem, #2, and to address motivation he needs a psychiatrist. You can't really suggest a fix without knowing why it happened.

I am not convinced that he understood what he was doing. Children don't reach mental maturity until age 12 and emotional maturity takes even longer. Kids are not like adults. Their brains and though processes are not the same. For one thing, they have a hard time differentiating what is real and what isn't. This is why there are age requirements to be charged as an adult. I don't think he should go unpunished, but he needs a psychiatrist not a prison cell.
