well a tier is like a level. and they are for lvl 70s. for instance. tier 1 pvp, is pvp armor that is level 1 epic. and you can get pvp teir 2 epic which is better than teir 1 epic. better stats and soforth. there is raid gear too. and that goes in teirs aswell

i think the reason why blizzard is considering the warrior design for pvp armor for BE pallies is because the Alliance one with the eagle is kinda specific to the Alliance only.
