Funny thing about those one handed guys, they used to be conjoined twins, but then they "split up" one went to work for the Penguin, to other stayed with Joker. Their both just called Abramovici and their russians. Mr. Hammer, the clown uses a hammer and Sickle uses a sickle... Go figure. When put together they make the SSR symbol, wich is also tatooed on their bodies.

The reason why there are two one-armed guys is because they were twins that were born joined together and that were later separated which results in both of them only having one arm, I'm sure there's a story to them buy that's my best guess.
