Having been living in Lichfield at the time I can confirm that these are indeed British pop duo, the Proclaimers.
In fact, later that day they did an imromptu gig in the Market Square. I don't remember too much about the performance as I received a rather nasty poke in the eye from my school chum Alan Roberts' Union Jack flag but from my vantage point outside Midland Bank I clearly recall Her Majesty tapping her foot along to 500 Miles. Prince Philip wasn't so amused mind.
There's a much simpler way to know that those boys are not the proclaimers. In 1988, Craig and Charlie Reid had already put out two studio albums...and they were 26 years old.
these guys have pretty unconvincing scottish accents.. this leads me to believe that these specy looking lichfeldians are NOT the proclaimers.
