Although the NSW Police Force is still relatively corrupt back in the seventies the corruption was rife, they were in on everything so I wouldn't be surprised to discover that the Police new exactly what happened to Juanita Nielsen. There were enough people around who knew what happened to Juanita back then that the cops could have easily got their conviction, "if they had wanted to do so". This is just another step in the descent of the Cross into the shit hole that it is now.
