Actually what happened is... they banned Clara (Where's The Beef) Peller, because she did a spaghetti sauce with meat commercial (Ragu?) where sh was cradling an oversize spaghetti sauce jar saying "I found it (the beef), I really found it". I heard that Dave Thomas was furious and took all her Wendy's commercials off the air immediately.
When we saw this commercial for the first time, we thought she looked and sounded exactly like our grandma. Especially when she said "I don't think there's anybody back there".
In 'Moving Violations' (1985) the 'Where's the beef?' lady (Clara Peller) emerges from an airport and shouts 'Where's the bags?'. I'd have never got the reference if I hadn't seen this ad.
Wasn't banned, actually was a big hit, back in the day, the catch phrase "Wheres the beef" was on t-shirts, I think even the President used it. the two old ladies played Cameos in a couple of movies also. after the success of this one, Wendy's used them in other "wheres the beef" ads

There WAS a version of this commercial that was banned - it looks pretty much identical to this version, which may be the cause of the confusion.
However, in the banned version, the actress (Clara Peller) says the line, "Where in the fuck is the beef, you fucking cocksuckers?!?"
