the claptrap there opens up a nice chest nearby and this is one of those places where you have to come back for more quests theres a miniboss fight there near that last can of skag meat

hmm... perhaps it's because they've not been bothering with upgraded shields? OTG's relying on his berserk, when I noticed that earlier on, his shield usually had at least some left after he went berserk, letting his HP regen while his shield sucks up at least some incoming damage during it.

I think he missed quite a few quests, like those in Tetanus Warren and some of Scooter's, leaving him pretty underleveled all things considering.

That's true, they tend to go after the "end boss" before clearing out all other quests (they did that with mad mel too) and they don't seem to do quests that require you go speak to some other dude (like scooter or shep) probably because they don't remember the clap trap's message. And it's easy to see they are under leveled when the random mobs are 27ish while they are 25ish...
