depends on your starter what pokemon he has

i think if you pick squirtle he has an arcanine instead of gyarados

Your rival will always have one water type, a fire type, and a grass. So he'll have Gyrados, Eggxecutor, and an Arcanine. But his starter replaces one of those, so if he has Charizard, he won't have Arcanine, and etc.

you can't evolve Eevee into Umbreon or Espeon due to there not being a time clock on the game. It doesn't shift from night to day so it makes it impossible to evolve him.
