oh its ozaki yutaka. Its actually a Japanese song from 1991 or so (the guy died in 1992 and he was like 27).

@caaramelcha i know it's been like two years since you posted the original question, but this is originally a japanese song (as others have previously pointed out) written by Ozaki Yutaka. i'm not sure if he performed it though, sorry >_<
