@Keviniar777 I suggest you need a powerful car eg : Minolta, once you have your car and set the settings on transmission to speed and I'm pretty sure auto set should be 25 I don't know I haven't played in years anyway I don't know the settings for anything else but the transmission sorry, by the way fully tune the car but I bet you knew that

It is actually quite easy to do: just modify the settings of the Escudo for as little downforce as possible. Set the suspension as high as it goes & then start tweaking the gears so that you constantly wheelspin. :D

All the upgrades & lots & lots of tweaking. ;) There used to be a site which allowed you to post particular set ups for GT3. If it's still around, you'll find one of my set ups there (probably slightly different to the one used in this footage).

I prefer GT3 but that is mainly because it was my first introduction to the series. GT4 doesn't add much to GT3, for me.

The Highest i got is 297 MPH. I got pissed because it did it reach to 300 MPH and i always try to find a way to go that fast and i couldnt so i gaved up

Set up the car so it has the worst possible grip & floor it. :D The game essentially can't cope with this set up & you wheel-spin all the way through the gears.

Nope, entirely in-game mechanics & no cheating. Don't use traction control & have the settings of the car with as little down force as possible & as high a gear ratio as possible. The game can't cope with the wheelspin & gets the calculation wrong. At the end (when traction occurs) you'll notice the speed drops rapidly.
