@benzo099 there are a couple ways to start making these. The really easy way is to just use a general midi synthesizer (you can get some in software) and get some instrument samples with the classic 8-bit sounds: triangle, square, sawtooth. I suspect that is how this one was done, as it's a bit too smooth to actually be true 8-bit audio. If you want the classic thing, google chiptune for a little background on where to get started. There are emulators you can get and tools to help you.
