Believe or not yesterday for the first time I watched the video on my LED (I usually use my handy or PC). It was awesome. Especially try my Rouge video ... the feeling is like you are in the game almost 3D ^^
I confirm Jonax69's (and the others) words of how to meet her. In my first playthrough (the source for this clip) I bumped on her by chance. On my next one on nightmare I deliberatly did what felow gamers have stated here and it worked ^^

Isabella pops up at the hanged man after you do the quests to recruit Anders, Hawkes family visuals depends on the presets u choose.

I did this on the first chapter, so I'm not sure Is she there later on.
