Yuck, these look like some bad glitches. Bad ROM, or is this the actual game? 'Cuz I've never heard of TWW having game-crashing glitches. This is almost as big a turn off as Majora's Mask on the GCN Zelda Collector's Edition, or Symphony of the Night on The Dracula X Chronicles.

In Wily Wars, Mega Man's sprites were remade, and are taller.

The sprites for a noticeable amount of enemies, some Robot Masters, and Proto Man, were just revamped versions of the NES sprites, which aren't as tall as the remade Mega Man sprites.

This results in Proto Man looking much smaller than Mega Man. It has nothing to do with hacks.

you find a lot of glitches in the megaman games by switching weapons at random points. in The Original megaman 3 by switching to the gemeni laser while dying at the third falling blocks point(just before you explode) you can aquire the needle cannon when you respawn(except the needles will look like white search snakes for the rest of the stage)
