About the role of education -- shouldn't a smarter workforce be working shorter hours? Shorter hours are inevitable as IT and automation widen and deepen -- some call it jobless recovery. Millions can find only part-time or occasional work (the precariate) and they are not treated uniformly across the EU. Simultaneously we try to extend the retirement age. It's nuts. Social welfare designed only for the full-time employed and full-time unemployed is doubly unsuitable for the 21st century.
