Actually George Bush's win was because the courts STOPPED the manual vote recount. If the recount were to proceed, Al Gore would have won because the remaining counties to be counted were heavily democratic. Al Franken's win was due to an actual recount that put him ahead, versus a court ruling in his favor to stop the recount at the same time that he was ahead.
