It's happened to everyone at least once in their life where they get such a price deal, come up to the register, then realize that it was an extra buck more then the recalled after a few cents in tax raises it just about the 99cent threshhold.

Psychological pricing or price ending is the term for this, and an everyday marketing ploy.
