The fact is that Cena is not a very sound technical wrestler and relies more on brute strength and brawling to win his matches. He won't suplex or powerbomb his way to the championship. He is more of an entertainer than a fighter to many, and thats why they think he sucks. In a way , they are right, but to a point.
