Nope. This is actually completely NORMAL for a 40s cartoon. Full fluid movement was the standard then, even under low budgets. And this was considered a low budget cartoon at the time.
But it became more and more expensive to keep up this standard as time went on, which is why it's so rare to see things this fluid today. Amazing that it would cost a fortune now to equal what was low-cost then.
Even though they show Looney Tunes on TV again now, they probably won't be able to show this one, cause it would be deemed kinda 'inappropriate' by today's television standards. :P
This was Bob Clampett's penultimate cartoon (and the next-to-last one he did for the studio before leaving in the spring of 1945), released in July 1946. George O'Hanlon lifted the "endless bodies falling out of the closet" gag for his 1947 "Joe McDoakes" short, "So You Want To Be A Detective".
I don't know who originated that "endless bodies falling out of a closet" gag, but I know Tex Avery used it a few years before this in "Who Killed Who?" ("Ah, yes! Quite a bunch of us, isn't it?")
