National drafts were normal in this country as early as the civil war. The states enacted drafts to fill needed positions in their militias during the revolution. One of the benefits of the draft is that legislators can't justify sending where ever they want by saying to themselves "they volunteered for this." If more senators had sons and daughters in service, drafted or otherwise, this vountry would not go to war as often as it does.
