Here's an idea to reduce the cost per tree.

Plant one tree of each type every 100m. Then every 2-3 years transplant the small trees that are growing under the big tree a bit further, like 30m further. It would cost almost nothing given that from what I understand these people are volunteers.

You would just have to grow in the order of 10% of the trees in greenhouse which is what costs money.
