UCLA is a public school, but it is not free. , Financial aid nowadays does not give student much grants money (money student doesn't have to pay back). Financial aid provides student mostly loans (money student have to pay back with interests).

If a student applied and qualified for various scholarships, than I guess the tuition cost can be reduced greatly. Public school has a lower tuition cost than private school for sure though.
