I don't consider this a very good drill. The style it is promoting is a very ugly back handspring that I have seen performed by girls many times. I don't know how to describe it any other way than it being a jerky, land in a handstand and then step down type of handspring. A more fluid handspring is much nicer looking such as Liukin's.
This may sound like a stupid question, but is there a special way that you get the kids to hang off the block that far, by themselves and also be in the right spot directly over the beam? Or are they assisted into the position?

Their lower back is catching on the beam to hold them for a little bit.
The block is right above the beam so they can see where they are going
