if it was a fund raising event the money sould be collected some where else, who ever is donating must not do it in a position where other people can see, charity is between allah and the person. the prophet (s) said that a person should not even let his left hand know how much he is giving for saddaqah or zakkat.

Showering money on a quran reciter? This is one of the signs of Yawm Qiyama. I am from Morocco, I have never seen this. I am sure the Qari is innocent from these people. This is clearly a Bid3a. These people should review this behaviour. If they mean to pay the Qari, give him a donation, sadaqah. If they mean to pay the event organizer, pay them. But throwing money in the air is usually associated with dancers.

If the Qari wants to raise some money, there are many other ways to do it.
