Due to having to deal with this particular officer before (and having had an awful experience) I do believe that he should be disciplined worse than desk duty. Regardless of how drunk and disorderly the bar patrons were, physical force was not needed on that particular person at that particular time. In no way should he have been forcibly taken to the ground, especially by his neck. He should have his badge taken away. At least his name is disgraced.

We used to do silly azz sh*t in the 70's when I was a kid. When the cops bagged us we were polite, ALWAYS, and all of the time they'd kick us loose.
Back in the early/mid 80's, they kids started to become wise mouth a-holes, and that was that. When did argueing with cops EVER sound like a good idea.
