Hell, it's just not street legal. The permit to run it on the road was either unavailable or it was cheaper to haul it. Whichever it is, it got wherever it was going by the least expensive mode possible.

I saw some guys have a drop deck break apart on US97 in WA with some oversize/ weight eqpt. on it. WSP, WSDOT, whoever; made them repair on the spot, on the highway with flaggers and mechanics 24/7. Ton of money for one screw-up. They were there for at least a week, welding on the highway.
