Actually, it's suggested that he was a male but it's uncertain whether or not that person in the holotapes was Fawkes' original form. That could be a male vault suit, or it might as easily be a female. They're sort of unisex.

Anyway, early on in the transformation, both genders exposed to the FEV gradually lose all gender indicators. That means that, no, there is no such thing as mutie dick.
