I currently am using a friends E8400 overclocked to 3.7GHz and it plays new games fine but I imagine give it one more year and you'll need a quad for the newest games.

thats not good, you should get a custom cpu cooler, i have a Zalman 9900A and my E8400 is running at a cool 27.5 celcius and my mobo is not that much hotter either

Then 4870 doesn't have two GPU's, it has one. The 4870x2 has two GPU's on the board. Either way it will be very fast, but splitting the cards into two seperate bus's will always be a better choice, as you get more overall bandwidth.

Currently the E8400 would be better for gaming because most games don't support quad-core yet. Although in a year or so games will start to support quad-core gaming and you'll be running much faster than on the dual core.
I'm buying an E8400 for my build because it's so overclockable but it's really your choice.
The e8400 has a higher clock speed, but both of these processors are based on the 45nm Technology. With this you should be able to overclock these processors to insane levels and get some insane speeds going.
Quad core is for future-proof games. Some games that are coming out now do support Quad Core, but most don't. If you want your computer to be future proof, go Quad. If you want faster clock speeds, go Dual core. (And Dual core is cheaper).

one of the most recommended, and, hey... why not give it a nice overclock ;P
stick in about 2-4GB DDR2/DDR3 memory (fast stuff gamer, very minimum 667MHz, I recommend at least 800 though).
and stick in a good enough GPU, I'd go from 9800GTX-GTX265 :)

Idle: CPU Temp = 42
I just bought a new fan for the CPU (it arrives in 2 days).

It's a shame that the video flickering is so visible. It really makes your computer screen hard to read, and confuses the camcorder, too.
