I have the same model and it had a similar problem. The actual problem on mine was that the stepper motor (actuator/interrupter whatever you want to call it) was a little gummed up, so it could do fine turning slowly as it started up but didn't have the power to do its fast seek back to track 0. I turned it on it's side (interrupter up) and put some wd-40 right in there. Let it soak a while, turned the interrupter a bit, and now it works fine! Could also be the interrupter needs repositioned.

Does the computer itself recognise the drive, or give an error?
I was able to get my ST-4038 to work by BIOS low level format, followed by some quality time with FDISK and FORMAT. Initially gave a POST failure, now works great.
Now where have I seen this:

I cant see correctly the blinking led. In those old drives,
error codes was generated by the microprocessor to indicate hard-
ware failures or warnings that are detected during power-on
diagnostics, burn-in mode, or normal operation. Error codes are
diaplayed in a (morse-code) type manner. Bits may be interpreted
and converted into hexadecimal error codes. Zeros are indicated by
a short (1/2 second) flashingn mode. Ones are indicated by a short
(1/2 second) continuous ON mode.

i don´t know... my computer does nothing when the drive is connected, in this video the drive wasn´t connected to the pc...
