This route should work at level 20... you'll get a bit lower at double golems. make sure to use 0/11/9 for masteries though... missing runes is probably doable, but missing runes AND missing defensive masteries, you'll probably die.
If I follow your rune setup, but can only fill in about 2/3 of the runes due to my level, would that compromise my ability to jungle with your strategy?
