In computer world math is usually used to code software (computations, algorythms, games with physics engines.. etc). But Ballmer knows that since MS has problems coding proper software, it's better to use money to just counting money.

Well in the essence, I think Ballmer did touch on something but, really should have mentioned how much more important math is to computer science and well, you can't have a computer & programming and it's theory without math. Mathematics is a floor ground of all computer science hence why it used to be a Mathematics field.
