BW can gain upper arm size, but it'll be mostly tri's. Bi's that have been trained hard for yrs don't have potential for much more size. Peak won't improve:-apparent- peak improvement is a product of leanness & added biceps size, (not actual change of muscle shape). BW has already done all he can do in that regard. BW & many BBers have huge torsos that bi's can't catch up with. Modern judges are ok with this, (winner Kai: big tri's, small bi's), so BW has a good chance.
