In deciding whether this is hate speech, it is important not only to examine the dictionary definition of the word, but rather what the signboard writer INTENDED to convey. In this sense, it is CRYSTAL clear that s/he intended the word to be interpreted IN CLEAR ASSOCIATION WITH the offensive 'nigger' and that's all there is to it. There was no other explanation for why s/he decided to pick, of all words, this particular one to be used on the board.

I know what "niggardly" means, but this is clearly racist and here's why: No one who follows politics at all, liberal or conservative, would call Obama "stingy" or "cheap." He has authorized some very, VERY large government expenditures, has he not? Ron Paul is niggardly. Obama is not. While the word Niggardly has nothing to do with race and is a perfectly fine word when used in the correct context, it's clear that intention of those signs that this was a hate crime. To many of us that the word sounds a lot like 'nigger'. The individual(s) who displayed this sign exploited and used the sound, and not the definition, of this word, and therefore, making this to be a hateful message. There simply was no other rational intent!
