But it was Clinton (with executive orders) who really started the current trend in 1999, it continued with Bush and will continue under Obama... unless people take back the government. PD-51 won't ever be enacted, there are too many armed Americans that won't give up their freedoms. However PD-51 does prove the importance of the second amendment.
