Pantera were playing GLAM up until Cowboys from hell. All they did was add a pop metal influence to Exhorder's material. Exhorder most certainly DOES groove on many songs. Groove metal was born in New Orleans, with bands like Exhorder, Crowbar, and Eyehategod. Do a bit more research.

Slaughter in the Vatican was first. Ever heard pre Cowboys Pantera? Huge difference. They were definitely influenced by NOLA bands, and copied the style in tunes like Domination.
