You could try Prang watercolors, at least if you live in US. They're like 5$ for a set of eight colors and 7$ for a set of sixteen. They are semi moist, transparent and really good for the price. A friend of mine bought me a set cause I live in Sweden and you can't get them here. I was surprised how good they are. I normally use Winsor & Newton colors where you pay like 5$ for one single pan of color.

I actually have a set of those, I use them once in a while, but not as much as I probably ought to. They're really not bad for being so cheap!
