By the way, to build with unlimited money, he just went new game, and then edit town from the '...' menu. And then you can pretty much do whatever you like. Hope this helps!

@SilvaTommygun When you open a lot, Click "Edit lot and Design" or some shit (been awhile since i've played.) Then you should be able to do Free Build =) Be ware, make sure you have the Correct amount of funds, or your sims can't move into it.
