I did. A lot of the driving footage you may recognize. There's a few shots of I-15, both northbound and southbound, from an overpass just South of the Farr West exit. Another shot is driving on 2700 towards North Ogden through Farr West. Lastly is footage driving up 22nd street in Ogden.

Lots and lots of time. This video easily took me over 80 hours to make (now you may understand why full length films take years to create).

Adobe Premiere Pro (CS3 back in those days). You need realize though, this is professional level software, many box office movies are even edited with it. It took me a long time to learn what I was doing. Not to mention it costs about $500 for the lowest software package. Regardless, good luck!
