That's only for the head.

If you've got full Commando including the Commando head, you've already unlocked the shoulders. You get the chest by gaining atleast 5 melee kills.

Heres some tips,since u can only get steppin razor on a sword match,try to stay on a high area where u can see the entire map and wait until there is at least 3 peaple,now jump down there and try to assasinate them when there busy fighting with each other or kill there from the left or right or u can get a overshield and jump into combat!

Those Ascetic shoulders are one of the hardest things to get in the game. You need the achievment Overkill, which is obtained by killing 4 people within 4 seconds.
