It's her singing style, I'm pretty sure. There are a lot of video interviews online where she sounds really normal. There are also some where she talks like she sings, so it's sort of a mix.

The songs great but this video is trying way too hard to be a certain type of weird and it's too obvious for me to like. I like a trippy visual every now and then or some weird square-ish dancing (watch Once in a Lifetime by Talking Heads) but this is trying so hard to be all of that plus the 80's and it doesn't work.
