@Haroldbeavis1969 That's the shower after swimming. They have these showers installed in most bathrooms in public swimming pools. If you notice carefully, the guy showering has to pump the shower knob every 10 seconds, since every pump gives you a few seconds of water. This is common in public restrooms to avoid people leaving the water running.
