They are very limited in terms of what they can do with armor graphics.

This is not Tier 4 this is what the new epic Pvp is. The new pvp system is more a earn honor buy stuff with the honor you earned. There is a vid out on the wow forums of someone going through all the new pvp armor and dressing room it.

Yeah the Warlock set is without doubt the coolest T4. I just love the black whirl that centers around the chest and the spiky things that floats above the shoulders. Together with the Paladin T2 I'd say this is the coolest set in the game so far.
