It takes 240 volts, three phase and a ton of current. Watch the lights when it fires up. It's connected to the air conditioner circuit and it still makes the voltage in the house drop.
There's a metal thing inside called a chopper. It's basically a disc with small slots in it and fan blades inside. It spins inside a housing with small slots. The motor spins this chopper really fast, forcing pulses of air through the small slots, producing the painfully loud sound.

It sounds like the type of air raid sirens they used to test in Los Angeles the last Friday of every month at 10 am (during the Cold War). These tests used to scare the crap out of me sometimes (as in the missiles are on their from the USSR).
You are exactly correct! This siren once lived in the City of Los Angeles and was purchased in a City of Los Angeles salvage yard as scrap metal. I am one of those three guys standing in the first scene of this video. :)

Yes. There is a power-take-off from the motor. The rubber belt has been removed between motor and the rotator gearbox.
